Summary
The Baltimore City Historic Tax Credit Program is a tax incentive program aimed at supporting the rehabilitation of historic properties within the city. Eligible property owners can receive a credit for a portion of the cost of rehabilitating a historic property. The program cannot be combined with any other City credit, but can be combined with the Maryland Historic Revitalization Tax Credit Program offered by the Maryland Historical Trust. According to an analysis by Ernst and Young, the combined tax credit programs mean the City of Baltimore forgoes approximately $130 million in city revenues annually. The Baltimore Historic Tax Credit Program has supported a total of $589 million in investment in historic homes, apartment buildings, and commercial properties since 1997. Interest in the program is currently at an all-time high, with 892 restorations underway that will offer an additional $600 million dollar investment when those projects reach completion.
Eligibility Requirements
- The property must be located within a district designated as historic by Baltimore City, a National Register Historic district, or a Landmark District.
- The project must receive preliminary approval from CHAP (Commission for Historical and Architectural Preservation) staff prior to any work beginning.
- The property must be a single-family, owner-occupied residence, and the work must meet the Secretary of the Interior's Standards for Rehabilitation.
- The credit is capped at $50,000 in a 24-month period, and the property owner must have a minimum of $5,000 of eligible expenses to qualify.
