Summary
The Baltimore County Single Family Rehabilitation Loan Program is designed to assist income-eligible homeowners with low-cost or no-cost loans to correct hazardous conditions, eliminate safety hazards, repair or replace major systems, correct interior and exterior deficiencies, make energy improvements, and make modifications for persons with disabilities. The program is intended to help low-income families make necessary repairs to their homes so that they can live in a safe and healthy environment. Eligible homeowners can receive low-cost or no-cost loans to make necessary home improvements. The program is administered by the Baltimore County Department of Housing and Community Development and is open to income-eligible homeowners in Baltimore County.
Eligibility Requirements
- The applicant(s) must be the legal owner and occupant of the property.The property must be a single-family home or a duplex with one unit owner-occupied.
- The property must be located in Baltimore County.
- The total household income of the applicant must be at or below 80% of the area median income (AMI) for the Baltimore-Towson Metropolitan Statistical Area (MSA).
- The property must have no outstanding liens or judgments.
- The proposed work must comply with all applicable codes and regulations.
- The proposed work must be necessary to correct code violations or address deficiencies that pose a health, safety, or sanitary hazard, or improve the livability or accessibility of the property.
- The proposed work must be cost-effective and cannot exceed $30,000.
- The applicant(s) must have sufficient equity in the property to secure the loan.
- The applicant(s) must have a good credit history and ability to repay the loan.
- The applicant(s) must not have participated in this program or received similar assistance from Baltimore County in the past three years.
