The Historic Restoration and Rehabilitation Property Tax Credit program serves to motivate homeowners to undertake improvements on properties situated within Baltimore City’s designated historic districts. In adherence to program guidelines, homeowners must submit a detailed application outlining their proposed renovation plans for review and approval by the Commission for Historical and Architectural Preservation before commencing any renovation activities. The tax credit is applicable for a period of 10 years, beginning with the next assessment following the completion of renovations, and can be transferred to a new owner if the property is sold within the ten year period.Â
Eligibility Requirements
- The home must be situated within a district designated as historic by Baltimore City, a National Register Historic district, or a Landmark District.
- The proposed improvements must comply with local historic preservation standards and must receive prior approval from the Commission before work commences.
- The total cost of rehabilitation must exceed 25% of the pre-rehabilitation cash value of the property.
- The tax credit applies solely to Baltimore City real property taxes and is calculated as the difference between the City real property tax on the post-improvement full cash value and the City real property tax on the Base year full cash value.
