Frederick County Homebuyer Assistance Program

Summary

The Frederick County First Time Homebuyer Program, administered by the Frederick County Department of Housing and Community Development, provides up to $10,000 in downpayment/closing cost assistance to local families with limited resources who are purchasing their first home. Additionally, there are other programs available to first-time homebuyers in Maryland, such as the 1st Time Advantage 3% and Flex 3% loans that provide a zero-interest second mortgage equal to 3% of the first mortgage, as down payment assistance. In the City of Frederick, there is also the Community Partners Incentive Program (CPIP) which offers up to $5,000 in loans to eligible first-time homebuyers to help purchase a home in the city.

Eligibility Requirements

  • The applicant(s) must be a first-time homebuyer.The property must be located in Frederick County.
  • The property must be the applicant’s primary residence.
  • The total gross household income must be at or below 80% of the median total household income.
  • The applicant(s) is required to contribute a minimum of $500 of their own funds toward settlement.
  • The applicant(s) must complete a first-time homebuyer education course.
  • The applicant(s) must be approved for a minimum 30-year fixed-rate mortgage.
  • The applicant(s) must currently live and/or work in Frederick County.
  • The applicant(s) must purchase a one-year home warranty and a home inspection by a licensed inspector prior to closing.
  • The applicant(s) must engage a Maryland Certified/Accredited Lead Paint Inspector to conduct a lead paint risk assessment of the property if it was built before 1978.
