Indoor Plumbing Program

The Indoor Plumbing Program in Maryland provides financial assistance for eligible households to install or upgrade indoor plumbing systems. Eligibility Requirements

  • The applicant(s) must be a Maryland resident and U.S. citizen or a documented immigrant.
  • The applicant(s) must lack access to working indoor plumbing.
  • The applicant(s) must own the home in which the plumbing will be installed, or have permission from the owner to have the work done.
  • The applicant(s) must have a household income that is at or below 80% of the area median income.
  • The applicant(s) must agree to participate in a financial counseling session.
  • Note that priority is given to households with the greatest need, such as those with children or individuals with disabilities. Additionally, the program has a limited budget, so not all eligible applicants may receive assistance.
